中国政府鼓励企业“走出去”的优惠政策
 
中国政府支持有实力的中国企业到一些国家和地区开展多种形式的互利共赢合作，以促进与驻在国的共同发展。投资建立境外经济贸易合作区就是其中的一种重要形式。中国政府对于设立境外经济贸易合作区有关的政策主要如下：
    The Chinese Government supports competent Chinese enterprisesto some countries and regions in various forms of mutually beneficial cooperation, to promote the common development with the host countries. Investing in trade and economic cooperation zone overseas is one of the important forms. The main relevant policies of the Chinese Government for the establishment of trade and economic cooperation zones are as follows:
    1、2008年2月18日，中国国务院批准了由中国10个部委联合出台的《关于推进境外经济贸易合作区建设的意见》（国函[2008]17号）；
    1. February 18, 2008, 10 Chinese ministries and commissions jointly issued the "Constructive advice on promoting the Trade and Economic Cooperation Zones Overseas" was approved by the Chinese State Council. (State letter [2008] No. 17)

    根据以上政策，中国政府对外经济贸易合作区主要有以下8项支持措施：
    According to the abovepolicies,the following eight measures for ForeignTrade and EconomicCooperation Zones are supported byChineseGovernment:
    1、凡经政府批准、确认、考核通过的合作区，在符合中国商务部、财政部关于《境外经贸合作区资金管理办法》、《境外经贸合作区确认、考核暂行办法》的前提下，可享受合作区发展资金的支持。
   1. Anycooperation zones which gain the government approval,confirmation, passed the assessment, and under the premise ofmeeting with China'sMinistry of Commerce, Ministry of Finance on "Foreigncapital managementfor Trade and EconomicCooperation Zones", "Recognizedappraisal temporarymeasuresfor ForeignTrade and EconomicCooperation Zones" can havethefinancialsupport for Developmentof the Cooperation Zones.
    2、相关金融机构对符合中国国家政策规定和贷款条件的建区和入区企业，积极提供必要的授信支持和配套金融服务。
    2. Actively providingrequired supporting and ancillary financial services to credit grantingif the relevantfinancial institutions meet the policies and regulations,credit conditions and the built-up & entryzones enterprisesofChina.
    3、对投资到合作区的设备、原材料和散件，按中国政府统一规定的退税率和其它规定办理出口退（免）税。落实和完善关于企业境外所得的所得税政策。
    3. Unifiedtax rate and other regulations for export refund (exemption) are providedby the Chinese Governmentfor those investments ofequipments, raw materialsand parts in the zone.Implementation and improvement aboutincome tax policies for foreign enterprises.
    4、简化项目审批和外汇审查手续，合作区相关业务人员出国手续一年内一次审批多次有效。
    4.  Simplifyprocedures for project approval and review of foreign exchangeso as to let thoserelevant operational staffhaveaneffective approvalfor multiple exitswithin one year.
    5、合作区建设所需施工器械（含配件）、工作人员自用的办公生活物资，以及其它从中国国内运出返回的物资免于检验；对运往合作区的原材料、全新机器设备、施工材料（包括安装设备）优先安排实施检验检疫。提供进出境通关便利。
    5. Cooperationinfrastructure projects will require construction equipment area (including accessories), the staff occupied the office and residential materials, as well as otherdomestic shipped from China to return the materials exempt frominspection; shipped tothe zone of raw materials, new machinery equipment, construction materials (including the installation of equipment) prioritize the implementation of inspection and quarantine. Providingconvenientimport and exportclearance.
    6、通过双边途径，就合作区的土地政策、税收政策、劳工政策、基础设施配套以及贸易投资便利化措施等加强与驻在国政府的磋商，为合作区建设提供支持。切实维护好中国企业和人员的合法权益，保障投资和人员安全。
    6. Through strengthening mutualdiscussionswith thehost Governments inareasofland policy, tax policyandlabor policyin order tosupporttheinfrastructure, trade & investmentfacilitationof thecooperation zone.Effectively safeguardtheinvestment and personnel safety of Chinese enterprises and theirlegitimate rights & interests.
    7、针对合作区建设特点，研究增加保险品种，为建区和入区企业提供国别风险分析咨询、投资保险、出口信用保险和担保等一揽子保险服务。
   7. For the construction characteristicsof cooperation zone,study onincreasinginsurance products,providingthe country risk analysis consulting,investment insurance,the export creditinsurance &guarantees as well as otherpackage of insurance servicesfor the enterprises in built-upandentry zone.
    8、对相关人员的培训工作。就合作区建设的有关知识、中国对外投资合作的方针政策、驻在国法律制度、风俗习惯、企业社会责任等提供培训服务。
    8. The trainingofrelevant staffto providetraining services on:relevant construction knowledge, China foreigninvestment and cooperation policies,legal system of the host countries,customs,corporatesocialresponsibility in cooperation zone.
