In order to implement the "State Council’s advice on the reform of railway investment and financing system to accelerate railway construction " (General Office of State Council[2013] No. 33), the implementation of integrated development land use policies for railways and adjacent areas of railway stations, with the consent of the State Council, following observations were made:
 
I. the Basic Principles of Integrated Development of Land
(i) Support combination of railway construction and new urbanization. Under the requirements of the new urbanization, protection of transport functions and safe operation of railway, we should insist the principle of "multi-modal interface, three-dimensional development, functional integration and economical and intensive development" and implement integrated use of land for railway station and adjacent areas. Land supply should adjust to the market, thus we could make an unified way to develop land, to promote coordination the railway station and related facilities, to make full use of the space above and below ground, to enhance city's comprehensive functions of rail transport and services, to form a virtuous interaction mechanisms and urban railway construction and related industries, and to promote the sustainable development of railways and urbanization.
 
(ii) Combination of government guidance and market self-development.Relevant departments and local governments should follow the regulation of development of railway, strictly under the law, improve the comprehensive development of the relevant land management system, and establish a fair and open, competitive and orderly environment. Under the premise of overall land use planning, urban and rural planning, local governments should co-ordinate the railway stations and adjacent areas’ planning, rationally determine the boundaries and size of integrated development of land, development land supply through integrated linkage with railway construction and other measures,  guide the market implementation of railway land use, effectively and orderly promote railway construction.
 
(iii) Combined inventory railway land and the comprehensive development of the new and old station sites.Support rail transport companies to independent development, transfer, lease and other means to revitalize the use of existing construction land, encourage rail transport companies implement integrated land development on the existing railway station and adjacent areas, promote the main railway construction investment on new railway station, implement integrated land development field and adjacent areas, improve fund raising ability and profit making ability of railway construction projects.
II. Support Existing Railway Land and Promoting Integrated Development of Land
(i) Scientifically planning existing railway station and reconstructing surrounding areas.Local governments should take the initiative in consultation with the railway transport enterprise, coordinating planning of both railway station and adjacent areas related, strengthen the function to adjust and optimize space, improve traffic organization, land layout and facilities, enhance the railway station and surrounding area carrying capacity and services, guide station alterations and integrated development of land surrounding areas in order to promote ground and underground unified planning, coordinating the development of construction, external transport and urban roads, public transport integration.
(ii)Support comprehensive development of the railway station. Support rail transport companies using its own land, fairly purchasing adjacent land, legally obtaining government land supply and cooperating with other market players. City land and resources according to the law of the railway transport enterprises using its own land consolidation and land ownership parcel merger, spin-off and other services.
